Almost every Texas home was built with insulation lying on the attic floor, right above the ceiling drywall. It is the default, but it is not the only option, and in our climate it is often the wrong one. The alternative is insulating at the roof deck, spraying foam directly against the underside of the roof sheathing so the entire attic becomes part of the conditioned space. Every building has a thermal boundary, an imaginary line that separates the inside you pay to heat and cool from the outside you do not. Ideally that boundary is one continuous, connected layer of insulation and air sealing wrapped around the living space. In a typical attic, you get to choose where that line runs.
With attic floor insulation, the boundary sits at the ceiling. Insulation lies flat on the attic floor, and everything above it (the attic air, the rafters, the roof deck) is treated as outdoors. The attic is intentionally vented so hot air can escape. With roof deck insulation, the boundary moves up to the slope of the roof. Spray foam is applied to the underside of the roof sheathing, the vents are sealed, and the attic becomes a semi-conditioned space that stays close to indoor temperature. That single move, relocating the boundary from floor to roofline, is what creates a conditioned attic.
Attic floor insulation is inexpensive and works reasonably well in mild climates. The problem is that it only slows heat, it does not stop the attic from becoming an oven. On a July afternoon in North Texas, a vented attic can reach 130 to 150 degrees while your rooms sit at 74. That enormous temperature difference is the engine driving heat down into your home.
Blown fiberglass and cellulose also depend on being thick, even, and undisturbed to hit their rated R-value. In reality, attic floor insulation gets walked on, compressed by stored boxes, blown into drifts by wind washing near the eaves, and interrupted by every can light, wire, and framing member. Worst of all, loose insulation does almost nothing to stop air from leaking through the ceiling. When you insulate the roof deck with spray foam, you tackle the two things attic floor insulation cannot: air leakage and extreme attic temperatures. Closed-cell and open-cell foam both air seal as they expand, so the countless small leaks in the ceiling plane no longer matter. The foam is the barrier now, and it is continuous.
Just as important, sealing the roof deck ends the 150 degree attic. Once the vents are closed and the roofline is insulated, attic temperatures typically fall to within 10 to 15 degrees of your living space, often landing in the low 80s on a day that used to hit 140. Moisture follows air. Open-cell foam is lighter, expands more, and delivers excellent air sealing at a lower cost per board foot. Closed-cell foam is denser, offers higher R-value per inch, adds structural rigidity, and acts as its own vapor retarder.

Sealing the underside of the roof deck raises shingle temperatures by only a few degrees, well within the range shingles already experience from color and orientation. Major shingle manufacturers permit unvented foam roof assemblies, and the building code recognizes them under IRC R806.5.
